Job Description:
The consultants will carry out an environmental assessment of the identified project roads in accordance with the RDA’s Guidelines on Environmental Safeguard Manual by taking into consideration ADB’ and other donor’s EIA guidelines. Major tasks include, but are not limited to, the following:
Prepare the CEA’s BIQ to classify the road in accordance with the Government’s Environmental Impact Assessment (EIA) requirements;
Prepare an environmental assessment based on the CEA decision by following the RDA Guidelines and taking into account the Government’s guidelines and ADB’s Environmental Assessment Guideline, 2003.
If the IEE recommends undertaking a full EIA, prepare TOR acceptable to the Government. Conduct the EIA and prepare the report and its summary, including an environmental management plan to implement mitigation measures for each road section.
If only an IEE is required, the IEE report should include an environmental management plan.
