GS’s Project Management organisation (GSP) is responsible for providing management, support and resources for the implementation of projects in the Gas & Power (G&P), Refineries, Chemical plants and Renewable Sources of Energy business sectors. Exploration and Production (E&P) has an equivalent organisation (EPT-P) for the implementation of E&P specific projects.

The Project Services department is jointly sponsored by E&P and GS, incorporates disciplines and experience from both service groups and has operating centres in the Netherlands, UK, US, Malaysia and India. The department provides information management, cost estimation, project controls, planning, project and quality management systems, risk management and project value process expertise to the global project community that includes internal, Joint Ventures and third party customers.

The nature and value of the projects to which these services are applied can range from plant and facility upgrades to very large, complex integrated hydrocarbon projects with elements of E&P, G&P and manufacturing. Our people work across all phases of major projects, from concept through to commissioning and start-up, either at one of the main operating centres or within a dedicated project team.


DESCRIPTION/RESPONSIBILITIES:
Responsibilities :
As Senior Project Services Engineer, you’ll report to the Project Services Management or Project Director, and be responsible for leading a small team of specialists providing contract and claims management together with general project services support to a range of projects. In detail, you’ll be required to:

  • Lead a small team of contract and claims specialists in the management and administration of contracts during the execution phase of projects
  • Manage a small team of project service engineers to provide support to a number of projects during their implementation
  • Understand methodologies and apply tools, processes and procedures to support contract preparation, management and close out
  • Work with contract holders in contract management reviews, and provide advice and interpretation of terms and conditions, contract risks etc.
  • Provide support and advice to project management in strategy development, bid analysis, contract negotiations, management and administration up to and including settlement of claims and contract close out
  • Ensure currency of knowledge and understanding of the contracting and procurement market place is maintained and applied in strategy development
  • Utilise project benchmarking data related to contracting to identify divergences, and advise on opportunities for improvement
  • Coordinate, conduct and lead contract management reviews
  • Monitor the compliance and performance of engineering contractors in accordance with their contract
  • Ensure the application of Project Value Processes (PVP) and guides specific to contracting and procurement
  • Coordinate project contract administrative support
  • Coordinate input from specialists into the development of contract, procurement and insurance strategies and support during project execution
  • Consult with legal, insurance and finance groups in support of contract development and submissions to contract boards
  • Interface with project financing parties including banks and Joint Venture partners
  • Facilitate the interfaces and data flow between project services and the finance and commercial groups to meet corporate reporting and accounting needs
  • Ensure the identification, capture and application of internal and external lessons learned
  • Manage contract communications and reporting to project management and stakeholders.

REQUIRED SKILLS:
Requirements :
With a degree in engineering, quantity surveying or an equivalent discipline, you’ll have substantial and broad experience of contract management in an aggressive project execution environment. In addition, you’ll have application experience of cost, planning and project control processes and procedures that are fundamental to the delivery of successful projects in the oil and gas or an equivalent industry. This will include having worked in a project team during part or all phases of a project execution.

Proven leadership experience is essential, as is the ability to work effectively in a diverse, multi-cultural environment. You’ll also be able to demonstrate the following technical, commercial and interpersonal skills and competencies:

  • Contract and procurement principles, processes, methodologies, strategies, administration and execution management of major projects
  • Project cost engineering and control
  • Interpretation of benchmarking data
  • Application of risk management tools and techniques
  • Proven contract negotiation techniques and skills
